Extending B2 Visas in Canada

My parents are now in Canada with B2 visas. Their application for extending their stay is now pending for approval. Can they continue to stay legally in Canada during the period when they are waiting for the decision from CIC although their visas expire? How soon should they leave Canada if their applications will be turned down? I am in USA, unclear about Canadian immigration policy. Any responses are highly appreciated. Thanks a lot.
