象我们家这种经济状况，应该怎么办才好？

今天心里很烦，跟网上的各位大侠请教一下，象我们家这种经济状况，应该怎么办才好？

家里是双收入，两个小孩，税前总收入接近18万。401k我们放了不少，但是没有Maxumize，也没有roth.每个月大概消费如下：

Mortgage:2000
杂费： 500 （水电气电视电话网络等）
Grocery:800
529： 1100
Gas:250
Insurance:330
Daycare： 1300
买衣服等Misc：600
共:6900

另外最近这两年，每年出游或者回国，花9000；家里添置家具电器等，花5000； 老公买收藏品，花5000左右。总之一年下来，就没剩什么钱了。而我很想攒钱买个新房子，因为现在的房子不是我的dream house。而我们现在住的房子，价值已经下降了1/3，没有equity在里面。

1。 我们应该怎么样才能攒下钱，付downpayment?
2。 我们应该买roth IRA 吗？如果只取本金，不取利息的话，roth IRA 是不是随时可取，不用付利息和罚款？到时候我们用roth 付downpayment了？
3.  我们应该加紧还贷吗？以后用这个房子的equity买新房？

大家给出出主意吧？我要忧郁了。
