how much should I charge tenant for breaking pet agreement?

My tenant moved out yesterday. When she moved in, I was told that she doesn't have any pets. Then we found cat and dog everytime we went by the house. So, we confronted her and she had to sign pet agreement. In pet agreement, it only listed one cat living there. My neighbor told me that my tenant had extra cat and dog lived in the house. Can I charge my tenant broke the agreement?
