Need help: which school district should I choose to buy house?

Parents with older kids, please help me decide where to buy house. I have 2 small kids (4 & 7).

2 cities next to each other.
A. Pros: Elementary, junior high schools API > 900, high school API > 850. Over 50% Asian in shcools. A lot after school programs includes Chinese schools. Even a lot tutor services for high school students. We both work, so after school program is quite important to us.
Cons: big lot with view, but in the mountains, kids can't ride bike or play near house. House usually older and more expensive. Also hard to find similar age kids to play in the subdivision.

B: Pros: House price is lower, and much newer. Very nice gated subdivision with flat land, swimming pools, & kids play area. Lots young kids in subdivision.
Cons: Elementary school API > 900, but others just > 800 &
Another thing is this is the house we plan to stay for a long time. (maybe till retired).
