Questions regarding Property tax in Chicago

My questions are:
1. All my neighbors are given similar property values, some a little bit lower than others. But actually the values are all above 200,000 while the tax calculator lists the value only as 113488. I know it is not the government being kind here. So why is this discrepancy?
2. Does this mean there is no way for me to appeal property tax? The only number that I can appeal is the property value. However, if this value is lower than actual market value as in my question No.1, then I have no basis to appeal?
