help with window installation, please

I just had bedroom windows replaced.

I am not sure if the contactor installed them well or not in terms of insulation. How to tell?

There are two things:

1.I did see the contractor did NOT have insulation foam in all spaces between the window and the frame.

2. I do not feel the difference on reducing the noise from outside before and after the replacement.

I am in NE. I am worried about the window insulation during the winter. Please help! Thanks.
