As of today, total of 1500 houses burned down, and half million people evacuated. The total cost exceeds $1 billion if average house costs $1 million.
However building a new home costs only about $200k. The total costs for rebuilding will be $250 millions, 1/5 of the total damage. It is much less than $200 billion damage from Hurricane Katrina. Even an insurance company can cover the cost w/o help from FEMA.
Conclusion - the damage of the fire is controllable. It will benefit for PMH or any home builders in the area for rebuilding 1200 home. Repairation of 100,000 lightly damaged home will benefit local economy as well.
Stimulate growth, here is why

连Katrina都被认为是刺激经济的,别说这小小的火灾了
