请教: City property taxes

应不应包括在closing cost里. The Agent不但让我提前配一个月的interst, 还让我配11个月的City property taxes.这样我的closing cost快上万了. 我只借$300,000. 请问过来人这样的closing cost 合理吗?

另外 Owner' coverage fee is $1580. what is Owner' coverage?
