怎样看待房子的政府估价涨幅较大？

我是一年前买的房子，不是很贵。今年政府估价，我家房子的估价涨幅是14%。我附近的邻居有涨幅比我还高的，也有比我低很多的。
我问了涨幅很高的美国邻居，他说他家把房子的3楼做成了房间，涨幅正常。再说他认为多交税是应该的，因为那些警察，消防员都很辛苦。
我不知道是不是该投诉？投诉又效果吗？
