The air between the heaves in a bad storm is really not still. But the look of it (actually the look of the clouds) is overwhelming, suffocate. When you look at the sky then you likely to overlook the motion and the sound associated with the motion and feel a stillness. The looking at sky is most likely a brief look and impression is just like a snapshot. In a moment it seems to be still.

A poem is really a fiction. I would guess that even the author herself did not know who were among the beneficiaries of the speaker in her poem.
3. signed away/What portion of me I/Could make assignable里为什么要有一个could make?
Some thing that belonged to the speaker can not be assigned. An example the author right if the speaker of her poem wrote and published books.
