A man knows a wine only at (the moment of )tipsy;
A flower becomes a true beauty only at (the moment of) half-blooming.

The rule of thumb is if you remove some words and the removal does not affects people's understanding and the lustre of the writing, then the removed words are unnecessary.

Your version has a problem with overstatement. Being a little too aggressive and coersive, it lacks the power of persuasion. Do I really have to wait until I feel tipsy to know a wine?  Isn't a fully-bloomed flower beautiful?
