“肿、散、骄、奢、惰”从“消肿”切入。...

“降”，
“交”，如县市人民武装部和内卫部队；

减人消“肿”,革除旧体制。

第一条决心要大，第二条才是工作要细。再细，也难免有照顾不周到的地方，这个话要说到前面。
