I try to

1.An industry, such as textile in the U.S.,was injured/hurt/downsized, by imports, say from Mexico.
2. The imports are fair practice, allegedly,(represented as existing or as being as described but not so proved; supposed).
3. The US textile industry can claim to seek relief because it has been hurt by import.
