Nope--You and your hubby can give 52K to your parents.

The rule is: one person to one person, 13K ( used to be 12K， you make sure 13 k is correct number for 2009).

You may have to file tax return if you want to split the tax between you and your spouse. You better read the publication 950.

Also, you could claim the rest of the money behind 56k for next year if you want to send more than 56K.
