请教有关开Ruth IRA 帐户的问题-多谢!!

我想开Ruth IRA 帐户, 请问代理要帮我开的帐户和我在网上开的帐户有什么区别？如果代理要帮我开的帐户,我是不是要多付佣金? 实在是理财盲呀，多谢大家帮助!!!
