几乎所有经济学家都在批评伯南克。

上周五，伯南克在世界央行官员货币政策座谈会上发表了开场演讲，面对经济的疲态，伯南克还是坚持要把非传统的货币政策进行到底。伯南克说：“现阶段的问题已经不是我们是否有工具来支持经济活动和防范通货膨胀。我们所考虑的问题是，是否在任何时刻，我们使用的每个工具在支撑经济行动中的益处都将大于使用该工具的风险或成本。”

当基准利率降至零时，美联储的首选工具仍然是购买更多的美国国债和长期证券。伯南克说，这些购买行动将有助于缓解金融市场的状况。

眼下，美国楼市96.5%的资金全靠政府提供，联储若停止对两房供血，美国的楼市会再下一个台阶。没有楼市的复苏，对于资产推动型的美国经济，经济反弹的强音符还能奏响多久？楼价反弹受制，美国金融部门数万亿资产的“毒性”如何消解？

至少到现在，我们还没有看到美国政府和金融机构有什么样的有效手段来处理他们庞大的有毒资产。目前他们用的办法是在今年初改变了会计规则，把金融合约的清算时间从今年推至两年后进行，从而掩盖了金融机构的真实亏损情况。所以，矛盾并不是被消除了，而是暂时被掩盖了。由于去年以来到今年，美国房贷和信用卡贷款的坏账率都在不断上升，两年后有毒资产的“毒性”会更强。

金融部门如何从信贷收缩转向扩张呢？对深陷债务囹圄的家庭来说，被动去杠杆是一个“死胡同”，根本无法带领美国经济走向平衡。

“消费者去杠杆”所产生的被动储蓄很难持续提高储蓄率、降低负债率。所以你会看到，最近美国家庭储蓄率在提高，但负债率却不降，因为被动储蓄会导致消费下降，并引起企业利润下降、失业率上升，这又会导致收入下降。换句话说，负债率(负债/可支配收入)的分子分母都在做减法。

奥巴马和他的经济高官们心里很清楚，美国要想走出泥潭，只能回归再实体化、再工业化之路，如此带动就业的提升从而走上可支配收入增长的轨道。所以奥巴马一上台就提出5年的出口倍增计划，提出要对美国跨国公司的海外利润增加高额税收。但这谈何容易。

想要刺激政策作用于发达经济体，需要大幅提高新兴[36.99 -0.03%]经济体的成本，高到跨国公司回到发达经济体，重新带来生产力的地步。但这不太可能。全球供给体系中的贸易分工和金融分工已经持续了数十年，发达经济体的平均工资是新兴经济体的10倍左右。

美国是领导型经济，有着“重构、创新和再投资”活力的体制，为全球经济的下一个长周期找到真实经济增长的根本动力，那就是企业家的创新精神、人力资本投资和技术进步。

复苏美国经济的最佳政策或许只能回归里根时代保罗·沃尔克的结构疗法，即简化税制、降低税收，尤其是要大幅度降低企业的资本利得税，同时严格货币和财经纪律，紧缩政府的财政开支，这意味着经济要不惜忍受一个小型衰退的痛苦。但奥巴马政府为此付出的代价或许是丢掉中期选举，甚至是政权。

只顾自己的货币扩张和财政赤字，从全球来看显然是极不道德的。

量化宽松货币政策所释放的货币和信用跑不到真实经济里面去，一部分在全球金融货币市场(尤其是债市和衍生金融市场)自我循环，一部分跑到大宗商品市场，一部分以热钱形式跑到了新兴国家的资产市场。所以我们看到全球经济出现怪相——真实经济总体萎靡不振，但大宗商品价格飙涨甚至接近危机前的峰值水平，特别是好些新兴市场国家资产市场剧烈飙升。或许美国暂时还感受不到通胀的痛苦，但却导致了新兴经济体出现通胀和泡沫。随后，发达经济体也将步其后尘而最终回归紧缩。

不负责任的错误政策会让全球经济陷入很多年的震荡，直至停滞发展。越来越可能的结果是，随着全球货币贬值的失控，而使深陷资产泡沫的新兴经济体引发新一轮的金融危机。
