谁负责处理医疗帐单纠纷?

医院弄错了我的帐单,我联系他们多次,他们也知道错了,可是非常傲慢,拒绝修改,找出各种理由搪塞我, 还把帐单转给Collection Agency, 现在我的credit score 下降了60多分,真是恨死他们了,这美国的医疗体系真是有大问题, 不知道何处可以申冤?
