请教对策

I am a manager in a state government agency and was promoted about half a year ago．　Ｔｈｅｒｅａ　ａｒｅ　 two staff memebers ｉｎ　ｍｙ　ｔｅａｍ　spendｉｎｇ quite some time on ｇｏｓｓｉｐｐｉｎｇ．　Ｉｓ there a good way to address it indirectly?

In this case, one of them is a 60 year old woman who is close to retirement and always feels threatened by anybody who is involved in her work cause she's been working in this area in the past 10 years.The other employee is a 50 year old woman who did not get promoted but started with me at the same time. Ｂｅｃａｕｓｅ　ｏｆ　ｔｈａｔ　ｋｉｎｄ　ｏｆ　ｒｅｌａｔｉｏｎｓｈｉｐ，　Ｉ　ｎｏｔｉｃｅｄ　ｉｔ　ｉｓ　ｑｕｉｔｅ　ｈａｒｄ　ｔｏ　ｇｅｔ　ｍｙ　ｍｅｓｓａｇｅｓ　ａｃｒｏｓｓ．　Ｉｔ　ｓｔａｒｔｓ　ｔｏ　ａｆｆｅｃｔ　ｏｔｈｅｒ　ｔｅａｍ　ｍｅｍｂｅｒｓ．
