那是为了省permit fee. Permit fee 是根据装修费按一定比例收的。

Owner permit is the cheapest one because owner can claim the remodel  only has material fees no labor fee (All labor will be done by ownerself).

Licensed contractor company is more expensive on permit because not only material fee and labor fee also need business insurance fee....
