As far as I know, the funding for public schools are primarily from local real estate tax. Federal and state governments provide some, generally speaking, not specific to the bilingual immesion programs. 

I think it is a good cause and it is worth it to pay a little more tax, if it is so, to provide better educations for children, no matter what ethnic groups or races they are for.  It is good both for humanity, and for the society, in the long term.  That is my opinion. People can disagree.  That is the purpose of propositions. You vote for or against them.
