$55的护肤品，I ordered and paid at 2/21. got items at 2/27 and got c

The compny charged me again at 3/7 for $350. The i called comapny ask why they charge me again? the comapny told me the first time $ 55 was shipping fee, the second time $ 350 was the items fee. I was so confused and asked them cancel the order and i will return the items but the company refused. 

I called citibank security department, the service told me donot need pay this $350 and change the new card for me. but right now i found the amount $350 appear at statement at this month agian . when i called secuirty department, the lady told me becuase i give the credit nubmer to the company, they can charge anytime.
