Brother: guess most of people here surfing web for fun; and Canada's law is different from USA.

Why not consult your local city goverment office, lawyer's, to see what's the local regulation; and if necessary, record your conversation with him on the phone for your evidence -- he did that "on-purpose" and sue him for "malicious intention".
