Make sure this house is in a neighborhood that you want. The reduced listing price sounds quite low to me. Did the owner move out the house?
My suggestion is to make an offer 15% down from the listing price. You won't lose anything if they just refuse. If they make a counteroffer, then it gets more interesting.
