One time when I went back to China for about 2 weeks, my toilet water tank was leaking, and the water bill was about $300. I talked with my water company and they adjust my bill to the norml level which is around $60.
It is the company's policy that they can adjust the bill once a year for the customer if it is caused by leaking.
