My suggestion, for your reference:
1.建行网上有software for you to download for your 网银盾 for your operating system.
You need to install this 网银盾 in your computer.
2. When 网银盾 is working, your will be popped up a window to ask u to input 网银盾 password. This is the last step before completing a transfer. If #1 is not down, u won't get this window (asking password) pop up.

In asia day time , they have online help. You can do get real time help from online help (typing in chineses).
