已经出了Highest and best offer了，银行又有counter offer，怎么回事？

这个银行的房子今年2月上市， 最开始银行要价13万，经过了9个月没卖掉，三周前降到9万。我两周前让我的经纪出价现金6万，卖方经纪10天前说银行要Highest and best。我和经纪商量出6万5，我的经纪email offer后问卖方经纪有没有其它offer，卖方经纪说有。我们还是比较想要这个房子，于是就出了highest and best and last是7万。昨天晚上接到银行的counter offer，要8万，两周内close。我就觉得奇怪，怎么银行还还价，我的offer都说了是last的了。我的经纪好像比较希望我接受这个价，说如果我们又counter offer的话，银行可能就去另一个offer了。

经常和银行打交道的专家们帮看看，银行那里会是什么情况？如果觉得我的offer低，银行为什么不接受另外的一个？因为大家都低，还是根本没有其它offer？

这个房子在麻州。大问题是septic system坏了，大修的话可能要3万。房子里的卫生间浴缸的墙有个大洞，里面的水管缺一段，估计是去年冬天被冻裂后漏水，plumbing system也是有大问题，所以银行讲明了inspection时不能打开水。 这个房子也只有investor用现金买了，在市场上放了10个月，马上到年底了，银行到底是怎么想的？
