自己的经历：

I was requested by my mortgage broker to close my heloc before closing refinancing loan. I am not an expert but seems HELOC is treated like a mortgage or credit line that the mortgage company is very suspicious of.   Someone is asking you to open a loc. Likely that is a NO said nicely for sorry I cannot do it.
