大家帮忙看一下SFH with a guest house 出租问题

一个挺好的SFH还有permitted guest house.  已经给了offer.  今天去city hall 查房子permit 记录，结果热心的办事员告诉我不能同时出租main house 和 guest house, owner 必须住在其中的一个。大家听说过这种要求吗？好像不太合理啊？有解决的办法吗？
