网上的定义 owner-occupancy requirement. 怎么理解对啊？

owner-occupancy requirement: either the primary dwelling or the second dwelling unit must be occupied by the owner of the residentail lot. if neither of the units is occupied by the property owner, the approval of the second dwelling unit shall terminate immediately and the unit shall not be rented, leased or ocupied as a separate dwelling.
