海贼王卖米，最多能卖出多少公斤？

海贼王卖米，用天平秤重。

假设天平的托盘充分大，以公斤为单位，每卖一次米允许秤三次。

选用3个以公斤为单位的砝码，能卖出1到M公斤任意数量的大米。

请问：要求M达到最大，3个砝码分别是几公斤？M是多少？
