请教下收养中国孤儿的问题

夫妻均为美国绿卡， 但是马上可以申请公民了。 现在想收养中国孤儿， 已经和国内认识的福利院有了初步接触，认定了具体的孩子了。 请问这种情况下， 必须通过中国的收养机构排队等待吗？如何可以尽快获得孩子的美国签证带到美国来养？孩子很小， 一岁不到。 需要中国和美国各办理什么手续？在亚特兰大地区， 如果有相关的律师推荐， 不胜感激。
