是不是原则上有移民倾向的不能拿到B-2？你这个case应该是有非常明显的移民倾向啊。
-The child is too young (baby) and has no idea what the immigration is, and he/she even can not tell the food. How can the visa officer or immigration officer tell he/she has immigration intent? So, unless the adopting parents file the immigration petition for the child, then child should not be considered to have immigration intent.
