is the 8 units building a legal 8 units building, and are the zoning permit and building permit approved by city? if yes, then the appraisal value should go up as well. I used to gamble on a 6 units new construction. no mortgage contingency, risk of losing $30k. I end up of buying it with high pressure. the value go up 160k after closing.
