I do not think 用激素是不会好的。He just grow out of it .Once the kid is older, they grow out of it themself. My son use 激素. We tried new medicine called Elidel which said it is 激素 free, it is horrible experience, he break out whole body. It is better use 激素 to prevent spreading or big breakout, at least thousands people used it. There is no good way, just use lots of lotion(aquaphor,aveeno enzema lotion), prevent food u are allergic to, (do a blood test), be patient. 汤剂 might help.
