Well, it is a simple math. Let's say there are 20,000 persons joint HMO, ie. bought medical coverage insurance for HMO program. And the insurance company allow 2 doctors to be in the HMO network. That way, each doctor would have to take care 10,000 patients. How long the waiting list goiing to be?
And insurance company has no control of PPO doctors, therefore, it is very likely that each PPO doctor may only need to take care 2 patients. How long do you think this waiting list going to be? Ofcause I am over exadurating. But you get the picture.
About the Cigna HMO and PPO being in the same network, it is not true. I know it the first hand.
