首先，谁能计划11月跳槽呢？  我1月供6000， 公司不会给我Match 6000 吧？

再说， 无论401K， 还是FSA， 公司一般 proportion 处理。

比如，6000， 6% max match per yr, 通常公司会这样来Match：  6000/12= 500/mo。  多数人，都放满。 需要提醒的是，不要过早放满，否则， 公司停止Match。  举例说，2013年，你10月已供17，500， 那么，11、12两月的Match  500*2=1000 就莫有了！

至于FSA， usually employee can only claim whatever is vested, not whatever is elected.  further, EE is not allowed to make change FSA eletion during the year unless (s)he leaves company.
