your understanding is not completely right

the 999 plan benefits middle class (w2er)only. The poor will pay the 9% federal tax they won't pay otherwise (I think this is fair, everybody shall pay). The rich will pay 9% on all their other incomes (they have lots of non tax bonds/dividents, etc. like Warren Buffett, he pays 17% under current tax law)
