If I were you, I probably will choose #1.

I have a tooth implant myself. All the procedures went well. If your jawbone and gum are in good condition, the success rate should be high. From what I heard, risks and problems are usually minor.  It's proabably worth a try.

I still think you should try a little harder to bargain. For example, you can ask them whether they have ordered the crown (I don't think they have), and why you cannot get a partial reimbursement for the crown itself.
