probmatic tenants or am I unfair? please comment

I have a house that was running on central AC. It broke on the hottest days 2 months ago. After trying to fix it and failed (due to 10-15 years of services,), I decided to replace it with room A/Cs. Basically, each bedroom and living room runs on individual A/C.

Now, the tenants claim this
"the house fails to stay at 76 anyway and can only maintain 78 degrees when all 3 units are working."

is this a fair request that the house has to be stay at /below 76F?
