Yes. The pdf file link you sent out only said...... if outside 105F, inside shall be 80F......

I believe if it is above 105F, the spec will be waived. So you no need to keep 80F below.

Anyway, they can't ask below 74F in your area in summer, right? How many days you think that will be? If only a few days, you can just waive those days rent. Say let them stay in hotel. If it is more than 10 days, you can't afford rent loss, right?
