First, you need to do MRI with contrast or myelogram to determine if there is still compression to the spinal cord or nerve roots by recurrent disc or scar tissue. If there is still compression or spinal stenosis, medicine would not help much.
If there is no stenosis/compression/recurrent disc/scar, etc., then there are many other options by pain management such as nerve root/facet block. You might want check out "failed back surgery syndrome" as well.
Depression associated with the back pain also need to be managed seriously.
