1. AFP is not normal if it is low. In Down syndrome, the AFP is decreased in the mother's blood, presumably because the yolk sac and fetus are smaller than usual. So you need to check local hospital/labs to know their normal AFP range adjusted to gestational age. The beta subunit of the hcg is elevated in Down.
2. How old is the mom? What the OB ultrasound show (here fetus anatomy screening is routine around 19 weeks). Is there anything abnormal, especially choroid plexus cyst and nuchal translucency on fetus.
If worried, she cannot just stop at those two maternal blood tests -- we are talking about bring a new life to the world.
