I think you need to hire a structural engineer to inspect the framing and foundation specifically. Rotted wood will lose its structural capacity, it is a huge problem, you should remove a couple of of sidings to see how bad the damage to the wall studs. Also, the deflection of floor should be a worry, did you see any crack in the wall nearby?
