Ask the inspector to take picture of rotted wood, both close-up and general location in the house. Then you may be able to determine if the damage is due to rain water into the wall assembly, or the discrepancy of yard grading. Also, ask the magnitude of deflection observed, take pictures too. If there is no comprehensive structural damage, the repaire should not take 500K,
