请问short sale的房子，交割时，到底是和银行打交道还是和seller打交道？

我的一个short sale的房子，这星期close。   但hud-1上本该卖家出的钱，却由我来出，没按已签的合同办事。
打电话给agent  （dual agent），agent说我买得便宜，银行不愿按合同办事。
银行真的能不按我和seller签的合同办事吗 ？那些合同都是经过银行同意的呀。
现在hud-1出来了，居然要我付不该付的钱，比如ower title policy。 这尼玛的太扯淡了。
都到hud-1这一步了，才告诉我不按合同办事。 我现在不想为了一两千块钱闹僵，把deal 搞飞了。  

我能先close，等房子过户到我名下后再找他们算账把钱要回来吗  ？现在他们是吃定我，知道我太想要这房了。
