问题请教：下水道的铸铁水管在距离房子外2英尺的地方碎裂， 更换需要permit, 如果没有permit施工，会有什么后果？

我的一个出租房下水道堵塞，昨天做了video camera inspection, 发现两处问题：

1， 下水道的铸铁水管在距离房子外2英尺的地方碎裂，需要换一个长4英尺的PVC管，该下水道距离地面3英尺。

2， 在距离房子50英尺远的5英尺深的水泥管下水道里，邻居的家的树根长入我家的下水道里， 需要更换一个长4英尺的PVC管。 我该如何跟邻居沟通呢？下水道在两家的property boundary line 上。 显然下水道在我家的地界上，我换 下水道一定要牵涉到挖他家的树根，邻居的树是高约6英尺的灌木。在开工之前我不知道如何和邻居沟通，我想请邻居挖掉灌木丛，但不知道这种想法是否是天方夜谭？ 

3．老外的报价是6000美元， 有 permit, 专业施工；中国师傅的报价是3000美元，没有permit.

我想请教，如果我选择中国师傅，没有permit施工，到时候会有什么后果？
