Eventually, it is the homeowner paying for appraisal, no matter directly out of pocket or using lender credit to cover it.

Homeowners shall orangize and push legistlation to remove appraisal out of refi process - appraisal does no benefit to homeowner, if lenders want one, they should pay it.
