新问题请教

上周关于自住房装修，请教了大家。 再次对所有给我回复的朋友行礼了。

已经决定了在我们回国一个多月的时间里，把钥匙交给contractor赶工。 我们会尽量每天电话联系，同时让好友抽空过来看一下。 但又出了新问题： 有license的老美估的价是没有license的同胞估价的两倍还多。

我想请教大家的是：1》 是否必须找有license的来做才能申请出permit？ 2》 是否没有license的，通常也没有质量保证？ 因为工程之一是调整两个浴厕的位置，重新组合。 我怕质量不合格会导致日后漏水等隐患。 但是，老美的价格实在太高了，有些吃不消。 3》 工程的重头是在起居室镂空的上方加一间卧室。 那里本来的设计就是有一间卧室的，但之前的房主是一对没有小孩的老美夫妇。 他们觉得多一间房没用，就空在那利于采光。 同胞看后说施工很容易，加横梁铺地面就行。 我想跟大家确认的是： 这个梁是否应该纵横交错地加，就是说一层横梁的下面应该有竖梁撑着。 否则我家那两个整日大闹天宫的小子会不会哪天蹦断一根横梁，导致整个卧室的地面塌下去？
