You just want to provide a supply system for people to become a tumor. That is provide Moral Hazard. But Tumors can kill. It may not kill you directly, but if you may end up losing money in the stock market because nobody like to invest in the system any more, or the housing market dont recover because people like me don't have money to buy. 

We want to provide a system to turn the tumors back to functioning cells.
