You don't really know the condition of the blind (I guess).  Functionning doe not make it good.  Many plastic parts can be bad over the time.

Do you know the reason for running toilet?  

Check the AC filter.  If the tenant did not change it often, it can reduce your AC life.

Any of those small things can cost you money to repair.  You should be able to differenciate normal repair or abusive usage.
